Amaravati, rising on the banks of the Krishna River between the existing cities of Vijayawada and Guntur, will be built from scratch because Andhra Pradesh lost its capital Hyderabad to the newly created state of Telangana.
A 7,235 sq km capital regional master plan and a blueprint for a 125 sq km area were delivered in March and May respectively. A third master plan – the “seed development” for an 8 sq km to 10 sq km project – is expected to be submitted in the middle of next month. The three master plans combined will guide the development of Amaravati till 2050. Surbana International Consultants (Surbana) and JURONG International were appointed as the master planners for the Andhra Pradesh (AP) new capital city and surrounding region. The announcement made by Mr S Iswaran, Minister, Prime Minister’s Office and Second Minister for Home Affairs and Trade & Industry, jointly with AP Chief Minister Chandrababu Naidu, signals the start of AP’s development plans in early 2015. This landmark project will inaugurate the first large-scale international collaboration between Surbana and JURONG International that will see their combined expertise in urbanisation and industrial development solutions respectively. Both homegrown consultants; the team will also pool their knowledge and experience garnered from more than 20 completed projects in India. Drawing from the Singapore-inspired planning model, we will ensure the Singapore brand remains as an international showcase for masterplanning. With over 7,000 km2 of land use for the AP capital region, the urbanisation is projected to impact a population of 49.4 million. The scope of the Capital Region Plan will progress in three stages: Stage 1 (Capital Region Plan): Establish a strategic direction For the first stage, Surbana and JURONG International will review existing plans and data for integration into the planning process. The end goal is to produce an efficient land use masterplan that incorporates commercial, residential, public facilities, transport and infrastructure. We will also provide an analysis of demographic and economic drivers, while identifying potential growth opportunities in jobs and sectors for the client’s consideration. Stage 2 (Capital City masterplan): Produce a pragmatic and world class city masterplan Surbana and JURONG International will propose a Capital City Masterplan for the capital city spanning over 125 km2 . The concept plans will include proposals for water, power and transport infrastructure development, zoning plans to identify specific zones for predominant land use as well as residential density distribution. It will also include proposals for locating urban centres, residential, industrial and mixed use developments. Stage 3 (Seed Development Masterplan): Produce a seed development masterplan with the objective of attracting investments The final stage will involve developing a Seed Development Masterplan to detail urban design solutions for start-ups and test-bed sites covering an area of about 8 sq km. Surbana will propose a mix of industrial and services developments, and translate into broad land parcels. The plan will also include finer details such as open spaces, pedestrian and traffic circulation. Surbana and JURONG International will work closely with the government of Andhra Pradesh to deliver a masterplan that meets its economic and social objectives in the years to come. This is one of Surbana’s largest concept master plans to-date while JURONG International is honoured to be given the opportunity having completed projects in both Hyderabad and Visakhapatnam.
